Despite high HIV prevalence rates among most-at-risk groups, utilisation of HIV testing, treatment and care services was relatively low in Karnataka prior to 2008. The authors – from STRIVE partners Karnataka Health Promotion Trust and London School of Hygiene and Tropical Medicine among others – aim to understand the barriers at work here and to propose solutions to overcome them.
