Evaluation of large-scale combination HIV prevention programmes: Essential issues

Planning impact evaluations of programmes where biomedical, behavioural, and structural interventions are implemented concurrently. This paper draws attention to the evaluation and methodological challenges in such an approach, and offers potential solutions to improve researchers’ ability to measure impact and effectiveness. Examples include:

  • defining the evaluable package
  • determining which component programmes require independent assessment of impact
  • choosing study designs with valid counterfactuals
  • selecting appropriate outcomes of interest
  • the importance of mid-course programme corrections.
