 With 26 billion dollars needed annually to fulfill pledges for HIV treatment and prevention, member states stressed at the High Level Meeting Declaration that the target should be reached through “domestic public and private sources, according to each country’s capacity, supplemented by public and private international assistance,” not the other way round.
